estimate the sum for which he can build Tytan Tuk, Second Section,
and he says $2,400,000. But he has in view the prospect of re-
-covering and using certain lead, and perhaps pipes and other old stores; and therefore the true estimate of cost is $2,400,000 plus Sx, being the value of the lead and old stores.

But the Director of Public Works, having
estimated £2,400,000, should in the absence of special permission
keep to that figure for the total inclusive cost; and it must be assumed that the $2,400,000 indudes a provision of By being the
estimated value of all the lead required.

As far as the Tytam Tuk, Second Section, ia
concerned it is of no concern whether the place of origin of the
lead is underground in the Tytan Valley, or Liverpool, or Sydney.
The lead in question belongs to the 1905-6 work, but the vote for
that work is dead; and so, I think, the lead and anything else
recovered from that work should go to a suspense account. The
Director of Public Works would then, whether the lead was required
for the Tytam Works or for the laying of other mains, purchase the
lead from the Suspense Account, using for the purpose the credit
set aside for lead under the vote for the particular work concern-
-ed.

If this practice were followed in respect of all atores recovered from old works, it would be possible to
ascertain more accurately the actual total cost of a new work.
